The NCA is implementing various initiatives related to interconnection, pricing regulation, infrastructure sharing, roaming, licensing, and universal access. To support the effective implementation of these activities, the NCA requires a dedicated Pricing and Interconnection Specialist to provide technical, analytical, administrative, and operational support to the NCA. The Pricing and Interconnection Specialist will contribute to the day-to-day implementation of regulatory activities related to interconnection, pricing, roaming, infrastructure sharing, licensing, and market analysis, while assisting in stakeholder engagement, monitoring compliance, maintaining regulatory records, and preparing technical reports.
The consultant will report to the client, the National Communications Authority (NCA), through its Director General as a supervisor; the consultant should submit written monthly and quarterly progressive reports with the review and satisfactory approval of the client.

The consulting services ("Services") is required to be undertaken as an external consultant firm supporting the client, the National Communications Authority (NCA), FGS to carry out the implementation of "Consulting Service for National Guidelines for Greening Digital Infrastructure and E-waste Management". The consultant firm will undertake all the specific required tasks detailed out in the Terms of Reference (ToR). The consultant service is expected to be conducted and reports delivered in approximately four (4) months from commencement of the contract.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint venture and/ or a Sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Cybersecurity Awareness and Outreach Specialist will promote cybersecurity awareness, cyber hygiene, digital safety, and responsible use of digital technologies; strengthen public understanding of cybersecurity threats and vulnerabilities; foster a national cybersecurity mindset; and contribute to improving Somalia's overall cybersecurity culture in alignment with international best practices and national cybersecurity priorities.
The Cybersecurity Awareness and Outreach Specialist will be engaged for a period of one (1) year to renewal on an annual basis based on satisfactory performance certified by NCA and availability of funds.
